I’ve been working on this for a good part of the day. I can’t seem to get the words and the other elements to work together, but I wanted to share the work in progress.
What if you nudge the text slightly to the left almost to the building, that might keep them from overflowing onto the image… also is there a way to slightly fade the City of Allentown seal, so that it fits with the overall image…?
If you are looking for a different image to throw in, consider using one or some of the new “A” logo that the City is using. The Allentown Pennsylvania FB fan page has an album with the various logos in it.

I tried nudging, but it looked wrong that way, too. good thought about fading the seal.
