Going to the MATS for Air Quality in Pennsylvania (and Look For Me in the Morning Call Next Week)

Jon Geeting has a cost/benefit quote from Paul Krugman about the new Mercury and Air Toxins Standards (MATS) announced by EPA this week, and some thoughts about the GenOn issue here in our backyard.

Jon, thanks for posting on this.  In my capacity as Outreach Director for the Air Quality Partnership of Lehigh Valley – Berks, I have [a] piece running on related issues in the forthcoming Tuesday, Dec 27 edition of The Morning Call.

We’re applauding the president for the new MATS (Mercury and Toxins Standard), but we’re still looking for leadership on the new Ozone standards EPA proposed, based on the best available science, this past year.  In September, the President disappointed everyone by failing to enact these standards, leaving 2008 Bush guidelines in place that have been widely derided by the scientific community and advocacy groups.

Some of these groups have been pushing hard for GenOn to be forced to clean up sooner than the three year window that now seems to be codified.  My personal preference would be for a quicker total clean up.   Clean air is a fundamental legal right of all residents of the Commonwealth (Section 27 of the PA Constitution).  Krugman is right about the health benefits and cost/benefit of MATS, even as President Obama was wrong about the negative economic impact of better Ozone standards.  It makes one wonder why MATS got greenlit and responsible Ozone standards got punted to a presumptive second Obama term.

As you’ll see in Tuesday’s piece, “political realities” aren’t a good answer on the Ozone failure.  Check out what the President’s frenemies at the American Lung Association had to say about it.  They’re very pleased with the President this week about MATS, and they should be.   But my primary charge as a representative of the Air Quality Partnership is to advocate for and educate about ways we can reduce smog-causing ozone pollution and the production of deadly soot (often called particulate matter).   Mr. Obama, why, exactly, were the crucial updates to the Bush standards (so widely scorned in the progressive community) abandoned without a fight?  Why did you cede the cost/benefit narrative on better ozone protection when the science (and economics) were clearly in the favor of protecting public health?

Lehigh Valley Air Quality Facts a Little Hazy? I’m Here to Help.

The Lehigh Valley is the 13th-Smoggiest Medium-Sized Metro Region in the Country, according to a new report, Danger in the Air, produced by PennEnvironment.

There was a time when this would have been because of all of the industry booming here along our rivers.  These days, it’s mostly because of how much time most of us spend in our cars.  We’re a commuting metro region, and 1-78, the great East Coat conduit that cuts right through our valley, brings thousands of just-passing-through drivers who leave their emissions hanging in low elevation between our mountains. On hot summer days, those emissions interact with naturally-occurring volatile organic compounds, get baked by the sun, and make for unhealthy levels of smog in the region.

That the Lehigh Valley has air quality (and commuter) problems isn’t news.  What many folks don’t know, however, is that the air quality standards the EPA currently uses to warn the public about bad air quality days is, by most scientific accounts, sadly out of date.  Barack Obama has recently punted the issue to 2013, an awfully presumptive move at the moment.

Here in Pennsylvania, meteorologists at the Department of Environmental Protection produce air quality forecasts every day that specifically indicate the levels of fine particle pollution and ground-level ozone (o3) likely to be present in our air.   These levels are matched against the federal  Air Quality Index, a color-coded indicator meant to tell us when air conditions will be unsafe for various groups.  Green Days are supposed to be healthy for everyone.  Yellow Days are likely to be unhealthy for children, the elderly, and people with respiratory conditions.  Orange follows yellow, red follows orange, and Purple Days are unsafe for everyone. Maroon Days are extremely dangerous.

Working in accordance with these federal guide lines, which PennEnvironment and others have called out-of-date, the DEP announces Air Quality Action Days when levels for either pollutant (particle pollution, in this case, PM2.5, and ground-level ozone) are expected to exceed Code Yellow levels.  Once upon a time in the Lehigh Valley, residents could ride LANTA for free on Air Quality Action Days when orange levels were exceeded.  The “Ride Free On Red” program has been without vital state funding for some time, even though evidence compiled by LANTA and the Air Quality Partnership shows clear surges in LANTA use, especially among the elderly, on Code Red Days.

Why was this important?  Because ride-sharing, car-pooling, and mass-transit are essential to reducing ozone emissions (smog) generally and on Air Quality Action Days specifically.  There are other personal choices and behaviors that citizens can use to reduce their personal levels of smog production, and they can all be found at AirQualityAction.org, the online home of the Air Quality Partnership of Lehigh Valley – Berks.

As I said on television and in the press release accompanying the release of the report, the Commonwealth of Pennsylvania can and should play a lead role in demanding a much-needed change to federal guidelines, and should also make it easy for government agencies and state businesses to incentivize the kinds of commuter habits that would help us reduce ozone levels across the state.

All of this comes as some presidential contenders are pushing for the abolition of the EPA.  I saw one prospective voter question the validity of regulating “dust,” certainly not knowing the the regular of fine particle pollution (like the regulation of ground-level ozone emissions) saves lives.  Particle pollution doesn’t just dissipate to nothing.  It turns out that Kansas was wrong about that: dust in the wind ends up lungs, and so does ground-level ozone.  Both put our most vulnerable populations at risk, and reducing the occurrence of both here in the greater Lehigh Valley is the Air Quality Partnership’s main mission.

We’re at a critical economic, political, and environmental crossroads.   Our partnership needs increased participation from business, government, and health leaders.  We need new ways to fund projects like “Ride Free on Red,”  and we need public engagement in initiatives like our newest endeavor, the Share the Ride Challenge.  We continue to have great successes with regional educators and students, providing tremendous educational resources ate age-specific levels to primary and secondary public schools across three counties.

I’m an asthma sufferer, but as I said last week, our calls for continued education, advocacy, and support are not a case of special pleading.  We all breathe the same air, and most of us are just as culpable as the next person in the production of smog.  Our partnership exists to educate, to advocate, and encourage practical changes at corporate and private levels so that we all might breathe a little easier.  Please help us.

 

 

 

 

Push For Cleaner, More Efficient Cars Now (60 mpg, get ready for your close-up)

With the summer vacation season in full swing, many Pennsylvanians find themselves longing to be outside enjoying everything the state has to offer. Memories of summers gone by are vivid as we daydream about upcoming getaways – to the mountains or shore, to IronPigs or Phillies baseball games, to visit family and friends, or even as we look forward to weekend activities.

Unfortunately, great memories and hopeful plans will be as far as some of us get. Feeling the hurt of high gas prices, unemployment, and the still-sluggish economy, many families have decided to scale down their summer vacation plans or opt for “stay-vacations.” But due to increasingly bad air quality and high gas prices, even our stay-vacations and local excursions may be sabotaged.

The people of Pennsylvania have had enough of the dire consequences of our continued dependence on oil. We’ve had enough of the price spikes, the air pollution, the catastrophic oil spills, and the global warming pollution that threaten our economy, our environment and our public health. And now, our oil dependence is even jeopardizing something as basic as the ability to enjoy our outdoor resources this summer.

Just two weeks ago, both South Mountain and Blue Mountain disappeared from sight on an Air Quality Action Day, blocked by a haze of ground-level ozone. The temporary absence of the Lehigh Valley’s defining physical features reminds us that we need to take bold steps towards cleaning up our air by cleaning up our cars and changing our transportation habits.

The longer we stay addicted to oil and the longer we fail to utilize opportunities offered by ride-sharing and transit, the worse these problems will get. The time has come to take bold national steps toward oil independence. Simply put, we can, and must, harness American ingenuity in the production of cars and trucks that will get us further on one gallon of gas.

PennEnvironment recently released a report that found that the average Pennsylvania family could save $452 in one summer if our cars and trucks met a standard of 60 miles per gallon—a standard that the Department of Transportation and EPA have deemed within our reach by 2025. While Pennsylvanians are expected to spend more than $4.8 billion at the gas pump this summer, meeting a 60 mpg standard would save over half that, while reducing oil consumption by 600 million gallons and cutting dangerous carbon dioxide pollution by 6 million metric tons.

We know that we can harness American ingenuity and use existing technology to make our cars and trucks much cleaner and more fuel efficient. Just this week, we were pleased to learn that higher demand for Mack’s line of near-zero emission trucks is expected to bring more jobs to the Lehigh Valley this summer. Additionally, over the next three years, more than a dozen electric vehicle models will be mass-produced in the United States. These new cars offer superior automotive performance while consuming no oil on most trips and producing no tailpipe pollution. And, these rides can be operated for less than three pennies per mile.


Recognizing that we have the technology to break our oil dependence, the Obama administration set standards for new cars and trucks built between 2012 and 2016 that will save billions of gallons of fuel. This, too, was an excellent start, but more must be done. The standards the administration is now developing for cars sold between 2017 and 2025 offer an excellent opportunity to do just that.

President Obama should move clean cars into the fast lane by issuing standards that ensure that the average new car and light truck meet a standard of 60 miles per gallon by 2025. He has every reason to do so—not only will it benefit Pennsylvanians at the pump, but it will protect our health and environment.
Americans work hard and deserve stable access to affordable transportation and a healthy natural environment. The Obama administration should push ahead with clean car standards that will make these benefits a reality. We’ll all be richer, and breathe easier, for it.
